Can anyone help me? When I go to carcols to put the sirens of police cars it did not have any sirens and lights and according to Siren Limit Adjuster

What does this mean?

i have lost my tuning i dont know what happen but it does not work any more some of you might say change the car cols and car variation etc. but i had make sure that the id works with other car but it does not work for other such as the supra and the gt86 supertuning can someone please help? thx in advance
