Unfortunately that's not going to happen. GTA V was built with the idea of expanding vehicle content/clothing ect with updates on release. The character limit is more than likely hard coded to the point of where any DLC in future for GTA would have had to take place on a new map with new characters

The issue had to do with 1 specific line the <light_falloff_mult>.
Essentially what happens is, by my understanding, the game divides time into 2 sections, day/night.
Day starting at 06:00-07:00 and night around 20:00. Most of the values in the timecycles are geared around these specific time differences and as such mostly correspond with one another so that you don't have massive changes at specific time transitions.The issue with NVR was, Razed made his own values based on real world lighting when the game was not made for it.
This his line in the <light_falloff_mult> of w_clear Global, Same issue with the Urban Region.
<light_falloff_mult> 1.0000 1.0000 1.0000 1.0000 1.0000 1.0000 1.0000 1.0000 1.0000 1.0000 0.6000 0.6000 0.7000</light_falloff_mult>Obviously since you've made your own timecycles you know each of the values are for specific hours. Razed's issue was that 20:00-06:00 all had different values, creating weird transition periods which created the light flickering.
These are my fixed values.

All had different values in his original edit? I changed them all to a stable value of 0.7000. Didn't have to be 0.7000 it was just a proof of concept. That fixed the issue entirely.For some reason from 07:00-19:00 you can put any value you want and they don't have to correspond/match at all. But at night 20:00-06:00 they have to all be the same value or you will get light flickering. So hopefully that will help you avoid the same issue.

W_Clear.xml Research: Street light intensity and down_intensity/up_intensity?
I'm doing some research into the timecycles and how the different eg w_clear ect.xml's control lighting.
I have 2 questions, the first regarding down_intensity/up_intensity eg.

<light_natural_amb_down_intensity>
Whats the difference in terms of their affects on the environment? From what I can tell they fulfill similar roles, one just has a greater control over texture emmited lighting/occlusions vs direct lighting from the Sun/Moon.The last question is regarding Street lighting. I've been playing around with a lot of the values inside w_clear.xml and have figured out a lot of what the lines do such as increase the light emitted by peds at night, exterior brightness of buildings ect. What I can't find is a line that allows me to edit the intensity/radius/softness of Street lights or Prop lights. Anyone know which line modifies these values?

So basically I want to manipulate lighting in regards to different weather conditions to make the game look the way I want. The only question I have in regards to w_clear, w_extrasunny, w_rain ect .xml's is what are the differences between Global and Urban Regions?
I would assume Global affects the entire map in general where as Urban affects Los Santos?

@HeySlickThatsMe Yes those are the default files. But when you create a GTAO Character, a custom texture map is generated. This custom map consists of a combination of chosen skin tones from the father/mother and also combines eyebrows/eyelashes/facial feature textures and makeup into 1 texture file. This is what I believe the DDS DXT1 File contains. The same file can be obtained by using Ninja Ripper to Rip the Textures.
The other files contain encrypted information unrelated to the texture map of File 2. These files, hopefully are what contain the instructions GTAO uses to manipulate the draw-able vertex groups which make up the characters face. Which again, I need help decrypting.

GTA V Online Character Files Found. Need Help Decrypting
I've always had a suspicion the online character files (the face, your profile ect.) were stored somewhere on your pc. Looking through the temp files as the game was running, I came across several very interesting .Dat files.
Of the 4 files I found, only 1 is unencrypted. It seems to reference many model hashes but looking through databases none of the hashes referenced are of any known meshes. For instance, here is afew lines of the unencrypted file.

Ûæ»æAs you can see its a valuable file to Rockstar. It references DDS and DXT1 which is a form of texture compression. Of course the file can not be converted to or read by DDS software. I assume that this file is either the normal map for the face of your character or contains more data than just the facial textures.
If it is indeed just the textures, there is no use for the file as Ninja Ripper can extract all Texture maps related to GTA Online.
The reason I want to be able to find the location of the GTAO Character files is to create an easy way to extract your characters exact appearance without someone having to know how to rip files/ bone data and create a custom ped. I believe these 4 files contain that data, its just a matter of being able to extract it.
Other methods that maybe be of use are Ram Snapshots of the game while your character model is loaded, or packet sniffers to view files being sent from Rockstar Servers to your pc. Right now, again I have obtained these files from the Temp directory, though all 3 methods could prove useful.
