the reason the game starts spawning only a few models is probably on account of you replacing the game models with high poly real life models with large ytd texture archives. The game simply can't handle it all, goes into panic mode trying to restrict the memory use for vehicles to prevent crashing, which it eventually does
Lore-Friendly LOD vehicles are basically the only sane choice when it comes to replacing
@jackyjoy123 if you feel they're too slippery you could also change their behavior through materials.dat

There's various poolsizes in the gameconfig.xml that control how many cars you can add, for instance vehicles related poolsizes like Handling and VehiclesStruct but also FragmentStore which controls how many meshes, 3D info in yft /ydr the game loads in

when using the mods folder most files related to editing update.rpf reside in there so that's tidy enough, same with scripts in dll format placed the in scripts folder. It's just the asi scripts with their own folder (in some cases) that clutter the base game folder a bit
regarding viruses, all uploads are being checked by VirusTotal when uploaded, in the 5+ years I have never encountered any issues in this regard
I suggest you check out ikt's guide for getting started and in case of any other questions use this forum or our discord where most long time modders reside

the vehicles.meta (and carcols.meta aswell the other metas) on DLC vehicles are stored in their respective dlcpacks, so you'll find those in mpvinewood, mpsmuggler etc

Best way to get quickly approved :
Make sure it's crystal clear what the mod is and does and make sure that there are no questions on ownership
Upload a quality mod so not some 2 minute Menyoo Spooner file
Avoid uploading niche County specific files, so Norwegian EUP peds or Pakistani Punjab license plates tend to not be approved, at least not quickly
Add a detailed description with daytime ingame screenshots showcasing your upload
Do not upload your title in FULL CAPS
