try deleting the settings.xml.
maybe the file itself is broken somehow

but you can still download the old .exes

but if you want to download the whole 20gb of the DLCs, then you just need to click on the depot 271594 instead of 271591 on steamdb.com, and then follow the tutorial like usual

i use the steam console, if you want .exes you simply follow the instructions in the tutorial

you need to have it saved or download it somewhere.
of course you could use this method, but then you would need to download EVERY DLC except the latest.
i can´t upload it bc i have very bad upload, but you will find it somewhere.
