you need zmodeler3 and its not free

i usually use Menyoo
and after i spawn like 10-20 peds, only 3 of them start attacking ( Chasing on foot for melee attack ) while the rest of them just stand by doing nothing, and they attack only when you come near them, i tried my best search into the game files, but i couldn't see the script folder that restrict the peds number.
