I know this a three year old thread but I have to say this:
Downgrading GTA V is the only solution for now until R* fixes this issue, which we can both agree on won't happen anytime soon given the age of this thread already.
So far you can downgrade to either the version right before 1.34 which is 1.33 (or even below) and I'm 100% sure that glitch above mentioned doesn't occur on 1.33
or to 1.27, though it has another glitch wich removes ocean waves completely (after a mission I guess) for the whole session you play. If it doesn't bother you can go with it but if not go 1.33
Of course you won't be able to play online and have to switch to offline mode to prevent the launcher updating GTA V by accident.
You have to search those patches by yourself, because I'm unsure about the legality of providing the files (GTAV.exe, update.rpf etc.), but I'm sure you will find those really fast, I for myself play on 1.33 now so...
