The problem with that solution is that the vanilla game works fine but when I had any new cars that I have never had before the game will still crash. So I'm not sure what to do if any new car I had crashes the game. But thank you for trying to help me as much as you have.

RE: Installing Mods I've Used Beforeposted in Installation Help & Troubleshooting
I have not re-downloaded any of the old mods I had before the problem. I just have them all saved and when I went to re install them I just grabbed the .rpf's from a file I have that contains them all. The gameconfig.xml I have installed is https://www.gta5-mods.com/misc/gta-5-gameconfig-300-cars. When the game crashes the only message I get is the the game closed unexpectedly.
This is the list of all the cars I had before the problem, in alphabetical order.
dlcpacks:\addervv\

dlcpacks:\AK_Dubsta\

dlcpacks:\AK_InfernusR\

dlcpacks:\AK_Surano\

dlcpacks:\AK_VaccaR\

dlcpacks:\algozion4\

dlcpacks:\annis_kawaii\

dlcpacks:\asteropers\

dlcpacks:\bestiagt\

dlcpacks:\BFbenito\

dlcpacks:\Bison4\

dlcpacks:\cara\

dlcpacks:\CivilianLurcher\

dlcpacks:\club\

dlcpacks:\cometr\

dlcpacks:\cometrwt\

dlcpacks:\competizione\

dlcpacks:\coqgte\

dlcpacks:\drifttampa_v2\

dlcpacks:\dubsta4x4\

dlcpacks:\elegyrh8wide\

dlcpacks:\es550\

dlcpacks:\euros\

dlcpacks:\gauntlets\

dlcpacks:\gresleyh\

dlcpacks:\infernussr\

dlcpacks:\issi_v8\

dlcpacks:\italigtc\

dlcpacks:\karin_jester\

dlcpacks:\nexus\

dlcpacks:\nightshade2\

dlcpacks:\NineF_Street_Runner\

dlcpacks:\niner\

dlcpacks:\oraclestd\

dlcpacks:\polcoquette\

dlcpacks:\premier_custom\

dlcpacks:\primoard\

dlcpacks:\rapidgte\

dlcpacks:\razor\
These are the only car two I have downloaded after the problem to see if they would work and they did not.

dlcpacks:\ig_millennial\

dlcpacks:\monroec\
This is the list of cars that I have tested so far and have gotten to work fine.

dlcpacks:/vanillawheels/

dlcpacks:\es550\

dlcpacks:\euros\

dlcpacks:\requiem\

dlcpacks:\sentineldtm\

dlcpacks:\vtinfernus\

dlcpacks:\vtinfernusc\

dlcpacks:\zr380p\

dlcpacks:\addervv\

dlcpacks:\AK_Dubsta\

dlcpacks:\AK_InfernusR\

dlcpacks:\algozion4\
And the list of cars that I have tested so far that don't work.

dlcpacks:\AK_Surano\

dlcpacks:\AK_VaccaR\

dlcpacks:\annis_kawaii\

dlcpacks:\asteropers\

dlcpacks:\bestiagt\

dlcpacks:\nexus\

dlcpacks:\ig_millennial\

dlcpacks:\gauntlets\

dlcpacks:\monroec\
It's probably also worth mentioning that I went through the list starting at the top and moved down in alphabetical order when testing the cars.

RE: Installing Mods I've Used Beforeposted in Installation Help & Troubleshooting
All of the car mods are add-on's. They are all separate with the exception of the one that I uninstalled that created the problem. I had installed one of Vanilla Works' mod packs, (https://www.gta5-mods.com/vehicles/vanillaworks-extended-pack-add-on-oiv-tuning-liveries-vanillaworks-and-other-modders) and it made my game run very slow so I uninstalled it. When I did though, whatever causes the diverse traffic did not go away. I had suspected that it was this that was causing the poor performance. I uninstalled OpenIV in order to fix it and it did get rid of the diverse traffic but cause this problem. I do use the 'mods' folder for all of my modding and I have always done so. I use the Simple Trainer to spawn the cars but that doesn't matter because they game will simply crash while loading into story mode. I do still have some mods installed and they do not crash the game. I also started to go through each, one by one to see which crash the game bur I didn't make it very far before running into a streak of non-working mods. I tried installing a new mod that I had never had installed before and that one also caused the game to crash. But by simply removing it from the list, the game starts up with no issue. I do have a lists of all of the mods that I had installed before the problem and the start of the list of one I know for sure work and ones I know for sure don't. They exist in notepad and I don't how to share them through this chat.

Installing Mods I've Used Beforeposted in Installation Help & Troubleshooting
I am having trouble with my mods. Awhile ago I uninstalled all of my car mods because one of them was causing my game to lag like crazy. When I tried to reinstalled them my game started crashing before loading into story mode. I then tried installing just a few at a time and could get some to work but not all of them. I tried uninstalling and reinstalling OpenIV but that didn't change anything. One of the mods I had did't work before uninstalling OpenIV but after reinstalling it it worked fine but others don't. I also tried uninstalling and reinstalling GTA V itself and that also didn't work. I just don't understand how all of the cars worked fine at one point then after uninstalling one mod they don't. I could really use some suggestions because it's been about a week and I still can't figure out what exactly is going on. Thanks.
