Actually you are both right - problems with running the game or even the launcher might be rooted in one's configuration...
...and at the same time, "C* Games Launcher" is a piece of a stinking pile of bloatware that is useless from a purely IT point of view.
Soon, I guess, Lemmings 2 (by DMA Design, Rockstar's predecessor) will also be accessible only through the launcher...
You can also just use the search text function, though that doesn't always work as expected.

Allows you to adjust the power of breaking and accelerating, so the RPMs increase steadily instead of performing a rally-type spurt that C* left us with.
Does not solve the revving mechanism as such... But smoother acceleration could probably make them less noticeable.

Clearly, there is a problem with the vehicle persistence mod that you have installed. As far as the other scripts are concerned they seem to be working well...
Try to check if you have all prerequisites to run the vehicle persistence mod of your choice (maybe it also requires .NET or something?) and if not, delete this mod to see if that helps.
If it does - great. There are numerous other persistence mods in the downloads section so you'll easily find a replacement.
