I can't seem to get AddonPeds 3.0.1 to work

I did everything the instructions told me to do but it doesn't have any info on where I should add "AddonPedsVars"

I don't know if I should add the file to the games DIR or my scripts folder

Could some one make a Laughing Man skin from Ghost in the Shell SAC? Have the mask moving like the image and also have it covering the players head and you see the same image where ever you move the camera
