I am looking through internet and there doesn't seem to be any fix. Does anybody know? Even with Redux 1.5 that just came out I can't get rid if that blur

Is there any way or mod to achieve this? I know you can just watch your clip and record it with Shadowplay but the thing is even with a 1080ti and 8700K I can't get 60 FPS (I need 8x MSAA on because even though my resolution is 4K it doesn't wipe away the white lines in the contouring making it very ugly) I have a hard time making sentence properly so if this isn't clear and you're trying to help I can definitely try and explain what I want better. I have been looking, trying, but doesn't have a clue on how I could have for example Franklin spawn in front of a certain house or place. The save I download got me spawning on a rock in the middle of water. Anyone has a clue if something exist? Id be so happy. Thanks.
