Probably mod is old and doesn't support latest version, or/and you don't have installed it correctly. Maybe you don't have (eg.) ScriptHookV.

This happens only with NVR or with vanilla gta? Try update the game with NVR and try it again.

What mods are you using? Will it only happen if you have a bike mod or some other mods installed? Without mods, is the game running without issues?
