@EnforcerZhukov That's a great starting point. If it's not too hard, I would suggestion letting the player set the ratio of male/female police and letting you only have police with regulation haircuts. I love the new police models (and how females respond to calls) but it personally takes me out of the game seeing all the green hair and unprofessional haircuts.
