@bluegunk Damn it, I just now saw this post. I hope it is not too late.... 1st off, glad to see someone working on this.
Anyway here's my request or question... There's a mod by a modder named itk. Its an add-on vehicle spawner and it works great. You can spawn any add-on vehicles regardless of what folder is used in the mod folder. For me and others this is a godsend so we don't have to type the names to spawn the various cars we have throughout dozens of folders. I would absolutely LOVE to see this built into an addon ped spawner. If there is some way you can do this, maybe with the help of itk? then you have a heck of mod that'd be extremely helpful. I have mods that include new peds but I never spawn them because I can't remember their names or just forget I have them installed... This mod would solve that.
I've mentioned this to itk and he liked the idea but wasn't solid on making it, he updates the vehicle spawner but I don't know if he is still modding heavily. However maybe he can help you solve the problem...
Running the game problem, NOT mod specific but PC specific...
My old computer was an MSI Apache Pro 17" laptop, with 32 GB of ram & a 2 GB nvidia video card. It ran the game well, not great but it ran it. I could load a boatload of mods and had very few problems. I was on default settings of the graphic settings in the GTA menu (except I upped pop density and vehicle density). I used a modded gameconfig and it rarely crashed except when I'd load it with too many mods...and I really had a lot (cars, peds, maps, many scripts and asi files, etc). While I had a lot in here, my gameplay wasn't bad, it was solid and my framerates were around 30 and I could live with that.
I got a new laptop, an HP ZBook 17" laptop with 32 GB and 4 GB nvidia card...I'd think I'd have the same or better results and I do not. I can't load more than a few maps, no cars, a few peds and that's it. Its framerate drops below 20 and I literally do NOT have that much on it. I've even played it bare w/ just the scripthook, nativeui and community script hook and one or two other mods including enhanced native trainer and my frame rates are still below 20 and if I add even 1/3rd of what I had on my old computer the game's framerate goes down to low single digits...as low as 2 or 3 fps...
I've tried to adjust graphic card settings, game settings, a variety of gameconfigs, and I'm stumped. I ran moderately modded GTA on my old laptop for over 2 yrs and never really had this kind of problem. However, after 3 weeks with the new laptop, I'm amazed how crappy my game experience is compared to the older/less powerfull/less video memory laptop...
Does anyone have suggestions on how I should be setting my graphics in the game settings and the graphic card settings??
Here's the specs of the laptop I am using..
Processor: Intel Core i7-6820HQ CPU @2.70 ghz (Intel's website says this is a for 4 core, 8 thread processor)
Ram: 32 GB
OS: Windows 10 Pro
Video Card: NVidia Quadro M3000M w./ 4 GB ram and an Intel HD Graphics 530 with 4 GM ram (total shared memory 16 GB).

Well I'm no modder so I do not envy how you'll attack all that you want to accomplish with the mod..but I wish you luck.
Like i said, it sounds like a great mod & we all look forward to it when its ready..

@MetaGTA Finally...someone who thinks similar to me. While I believe in artists rights, I think that's voided once you're taking content from somewhere else (like porting a ped from a game then importing it into GTAV). Its your work that went into transferring it but its not really your property--it can't be and they should really understand its in their BEST interest that its not their property.
Claiming its your property & or making serious $ off it can be a dangerous legal problem. Sure, we all want an honor code of asking permission but take this one guys problem a little bit ago. He translated someone's document from one language to the other... Is that copyright-able? Its a grey area that gets everyone nowhere and costs modders the enjoyment of modding when things become legal. The last thing ANY of us want is to have Take2 force us to stop modding or at least end the public websites like this one...
Think of modding as a gift. Its your gift to the GTAV modding community. If you make money on donations via PayPal or Patreon, great..but it doesn't give you anymore rights to what you create---because it comes from the poison apple of modding technically being illegal and against the ELUA of the game.

Ok wow, that's definitely a relevant real-world problem that could and should be in GTAV. LOL, ok but if you're going to do it.....please consider adding protesters & especially having them at key locations and also blocking highways--to get the full effect of it... lol.

I've never seen the Mach4, that's cool. I'm waiting for someone to make a mach5 livery for it. The Mach4 is totally cool too!
And now he's going and redoing superheros apparently. He just published a reskin of The Avengers & Ultron Hulk by @TheMadBreaker. He doesn't even link to that skin properly--and notice he does have a patreon page and didn't link to that correctly either.
What pisses me off about this guy is that while I admit I have enjoyed a reskin from him, he's started "advertising his Patreon page". He has 0 members.
Why? Because the guy has the unethical audacity to charge per reskin at triple of what memberships cost for monthly modder's patreon pages. He's not creating anything except reskinning. Sure its a 'talent' but its also off the backs of other people's hard work--and then insults it further by not giving them credit.
RE: GTAV Wont load w/ anything in mod folder & loads if its in the update\x64 from the game root folder...but mod doesn't work properly, then crashes...

I have an empty MODS folder but added a handful of mods to the root update folder & edited from there...
- AddonPeds menu loads, but cannot locate peds, I assume because it thinks its in mod folder and it is not.
- CW Flash DLC works perfectly. The spawn menu actually SPAWNS the characters in the DLC..
- I added Online Heists Interiors which adds a /map_fix/ to the and that seems to be working.
- I've added a DLC MODDING which adds peds, cars, weapons and can't get it working (albeit I started this one last, and very late at night, so its entirely possible I didn't get the right combination of config file in place...I'm going to keep trying on this one.
I have the following ASI's or Scripts loaded & they work fine (some are loaded but not yet tested, but notated).
- Julio's Flash & Beta Hulk & Superman mod
- single player apartments
- enhanced native trainer
- addon spawner
- character swap (haven't tested it, but doesn't appear to crash)
- Open Interiors & Online Heists Interiors
Advanced Melee combat
- My Rides
- DLC Traffic
- Addon Guards (but haven't tested it, doesn't crash at least)
Oh and I noticed one thing, when loading mods from the root, the game loads fast...compared to when they're in the mods folder. its very noticable.
