Bit late to the party but are you still having problems with this?

I only did it quickly but I took your 'dispatch.meta' & threw it into my game & it looks to me like like everything is spawning. Take a look at the pics & see? (I'm not sure exactly who should be spawning etc but you'll know what you are looking for).
Note: I also edited your dispatch slightly after that & added the peds you appeared to be having problems with to just about every dispatch vehicle I could find so if you see anything weird/peds in wrong vehicle etc, that'll be why I also got female cops spawning although they're not in the pics.

Not sure what could be causing it in your game if you're still having issues but the first place I would look is 'peds.ymt'.

Here's my 'peds.ymt' for you to compare to yours & see if anything pops out at ya.

I'm also using Dispatch Ghost Fix that may or may not have something to do with it. Worth checking out in your game also, to see if it makes a difference

@eshenk Thanks! But I think I would pass on those LOD values as it's not a low LOD issue, it's literally whole street blocks vanishing below me, but those streamingengine might help for sure. I did try raising those before, but the issue persisted that time so I reverted it.
Normal textures and lower res "fixed" it for now.. but before this update, I was playing 4K with better settings and textures than I have now, lol. Can't even use the stupid casino

I think there are just quads of 'shore waves' surrounding the land only one, maybe 2 (in certain areas) deep & then you are in deep ocean with just a sort of swell rather than any real waves.
It's just a guess, but I reckon you need to be looking at some way to create your own 'shore wave' quads further out than the vanilla ones or finding some way to get the deep ocean to imitate them.
Simple Water Editor looks promising from the pics but as mentioned, I've never used it.
Perhaps contacting authors of the various Tsunami mods might allow them to point you in the right direction. A few of them seem to have waves all over the place, not just restricted to shoreline etc.

I know what you mean about updates too. Fuck updates. No thx R*, you can keep your increasingly ridiculous and contrived war-machines, they have no place in my GTA anyway :<
