After some time diagnosing I have found my issue, I hope you can find a solution from this also.

My problem was in the dlclist.xml; I was somehow only loading 5 out of the 12 patch day files, somewhere i guess my decals were being dropped in the load. I think it happened when I replaced my cars after the biker update with an outdated dlclist.xml

I have a really annoying problem also. Bullet holes are not registering in the ground/cars/walls. Blood spatter is not working either.. The blood does not pool around dead bodies. I'm sure there is other issues I haven't noticed, but I've just been trying to fix these issues.

One thing that is really confusing me is that if you go inside a location like a mini mart, these issues are corrected. Bullet holes and blood splatter is registered, but the second I leave the inside of the location it all disappears.

Someone please help?
