Create a .OIV installation file

Hello,
I have been working on a big file for gta5 (replacing billboards, building..)
I wanted to know how to create an .oiv file so it is easier to install.
I'm aware of the tool for creating a .oiv file on this website but I don't know how and it doesn't really work.
